Fallout: London mod switches football references to soccer, but fans kick off

A mod has been released for the fan-made Fallout 4 mod Fallout: London to change all football references to soccer.

Fallout: London, unsurprisingly, transports the post-apocalypse of the series to the English capital and has been created by a group of British fans, Team Folon.

That means the mod is full of British references, but the It's A Soccer Ball mod on NexusMods from GrumpyOldNord changes things for American players.

Chip Industry Week in Review

Okinawa Institute of Science and Technology proposed a new EUV litho technology using only four reflective mirrors and a new method of illumination optics that it claims will use 1/10 the power and cost half as much as existing EUV technology from ASML.

Applied Materials may not receive expected U.S. funding to build a $4 billion research facility in Sunnyvale, CA, due to internal government disagreements over how to fund chip R&D, according to Bloomberg.

SEMI published a position paper this week cautioning the European Union against imposing additional export controls to allow companies, encouraging them to  be “as free as possible in their investment decisions to avoid losing their agility and relevance across global markets.” SEMI’s recommendations on outbound investments are in response to the European Economic Security Strategy and emphasize the need for a transparent and predictable regulatory framework.

The U.S. may restrict China’s access to HBM chips and the equipment needed to make them, reports Bloomberg. Today those chips are manufactured by two Korean-based companies, Samsung and SK hynix, but U.S.-based Micron expects to begin shipping 12-high stacks of HBM3E in 2025, and is currently working on HBM4.

Synopsys executive chair and founder Dr. Aart de Geus was named the winner of the Semiconductor Industry Association’s Robert N. Noyce Award. De Geus was selected due to his contributions to EDA technology over a career spanning more than four decades.

The top three foundries plan to implement high-NA EUV lithography as early as 2025 for the 18 angstrom generation, but the replacement of single exposure high-NA (0.55) over double patterning with standard EUV (NA = 0.33) depends on whether it provides better results at a reasonable cost per wafer.

The semiconductor equipment industry is on a positive trajectory in 2024, with moderate revenue growth observed in Q2 after a subdued Q1, according to a new report from Yole Group. Wafer Fab Equipment revenue is projected to grow by 1.3% year-on-year, despite a 12% drop in Q1. Test equipment lead times are normalizing, improving order conditions. Key areas driving growth include memory and logic capital expenditures and high-bandwidth memory demand.

Worldwide silicon wafer shipments increased by 7% in Q2 2024, according to SEMI‘s latest report. This growth is attributed to robust demand from multiple semiconductor sectors, driven by advancements in AI, 5G, and automotive technologies.

Rochester Institute of Technology is leading a new pilot program to prepare community college students in areas such as cleanroom operations, new materials, simulation, and testing processes, with the intent of eventual transfer into RIT’s microelectronic engineering program.

Purdue University inked a deal with three research institutions — University of Piraeus, Technical University of Crete, and King’s College London —to develop joint research programs for semiconductors, AI and other critical technology fields.

The European Chips Skills Academy formed the Educational Leaders Board to help bridge the talent gap in Europe’s microelectronics sector.  The Board includes representatives from universities, vocational training providers, educators and research institutions who collaborate on strategic initiatives to strengthen university networks and build academic expertise through ECSA training programs.

The Cybersecurity and Infrastructure Security Agency (CISA) is encouraging Apple users to review and apply this week’s recent security updates.

Microsoft Azure experienced a nearly 10 hour DDoS attack this week, leading to global service disruption for many customers.  “While the initial trigger event was a Distributed Denial-of-Service (DDoS) attack, which activated our DDoS protection mechanisms, initial investigations suggest that an error in the implementation of our defenses amplified the impact of the attack rather than mitigating it,” stated Microsoft in a release.

  • “Recommendations For Increasing U.S. Participation and Leadership in Standards Development,” a report outlining cybersecurity recommendations and mitigation strategies.

Lam Research introduced a new version of its cryogenic etch technology designed to enhance the manufacturing of 3D NAND for AI applications. This technology allows for the precise etching of high aspect ratio features, crucial for creating 1,000-layer 3D NAND.

Alphawave Semi launched its Universal Chiplet Interconnect Express Die-to-Die IP. The subsystem offers 8 Tbps/mm bandwidth density and supports operation at 24 Gbps for D2D connectivity.

Infineon introduced a new MCU series for industrial and consumer motor controls, as well as power conversion system applications. The company also unveiled its new GoolGaN Drive product family of integrated single switches and half-bridges with integrated drivers.

Rambus released its DDR5 Client Clock Driver for next-gen, high-performance desktops and notebooks. The chips include Gen1 to Gen4 RCDs, power management ICs, Serial Presence Detect Hubs, and temperature sensors for leading-edge servers.

SK hynix introduced its new GDDR7 graphics DRAM. The product has an operating speed of 32Gbps, can process 1.5TB of data per second and has a 50% power efficiency improvement compared to the previous generation.

Intel launched its new Lunar Lake Ultra processors. The long awaited chips will be included in more than 80 laptop designs and has more than 40 NPU tera operations per second as well as over 60 GPU TOPS delivering more than 100 platform TOPS.

Brewer Science achieved recertification as a Certified B Corporation, reaffirming its commitment to sustainable and ethical business practices.

Panasonic adopted Siemens’ Teamcenter X cloud product lifecycle management solution, citing Teamcenter X’s Mendix low-code platform, improved operational efficiency and flexibility for its choice.

Keysight validated its 5G NR FR1 1024-QAM demodulation test cases for the first time. The 5G NR radio access technology supports eMBB and was validated on the 3GPP TS 38.521-4 test specification.


Research

In a 47-page deep-dive report, the Center for Security and Emerging Technology delved into all of the scientific breakthroughs from 1980 to present that brought EUV lithography to commercialization, including lessons learned for the next emerging technologies.

Researchers at the Paul Scherrer Institute developed a high-performance X-ray tomography technique using burst ptychography, achieving a resolution of 4nm. This method allows for non-destructive imaging of integrated circuits, providing detailed views of nanostructures in materials like silicon and metals.

MIT signed a four-year agreement with the Novo Nordisk Foundation Quantum Computing Programme at University of Copenhagen, focused on accelerating quantum computing hardware research.

MIT’s Research Laboratory of Electronics (RLE) developed a mechanically flexible wafer-scale integrated photonics fabrication platform. This enables the creation of flexible photonic circuits that maintain high performance while being bendable and stretchable. It offers significant potential for integrating photonic circuits into various flexible substrate applications in wearable technology, medical devices, and flexible electronics.

The Naval Research Lab identified a new class of semiconductor nanocrystals with bright ground-state excitons, emphasizing an important advancement in optoelectronics.

Researchers from National University of Singapore developed a novel method, known as tension-driven CHARM3D,  to fabricate 3D self-healing circuits, enabling the 3D printing of free-standing metallic structures without the need for support materials and external pressure.

Tento mod je zdarma k instalaci a hraní prostřednictvím Falloutu 4; hráči jej musí pouze nainstalovat z mod launcheru GOGu. Hráči se navíc musí ujistit, že jejich verze nemá nainstalovanou aktualizaci next-gen. V opačném případě bude mod nekompatibilní.

Na této obrovské modifikaci o velikosti rozšíření pracoval tým FOLON mnoho let a konečně přišlo datum vydání. Fallout: London je celosvětově k dispozici pro všechny zájemce. Jediní, kdo se nebudou moci zúčastnit, jsou hráči na konzolích a ti, kteří vlastní hru v obchodě Epic Games Store. Pokud však zoufale toužíte ve hře uvíznout, Fallout 4 je s 60% slevou k dispozici na GOG.com, kde bude mod zcela kompatibilní.

In my brief time with massive Fallout 4 mod Fallout London, I’ve read a delightful terminal entry about a scientist who named his favourite radiated shrew “Big Dave,” thwacked several of said Radshrews with a walking stick, gulped down some expired pink wafers, and been informed of train delays due to “leaves on the track.”

“A British transport joke!” I said to myself, marinating in the sufficient amount of crown-mandated mild amusement. “Our organ-floggingly expensive yet vital public services are crap!” I was having a good time. Then the game public transported me straight to my desktop, and continued to do so at regular intervals over the next few hours, ranging from “just as this conversation was getting good” to “just as my save was about to load.” My upper lip almost quivered, I tell you.

Happy days, it’s actually today, Thursday 25th July. The news comes from Inverse, who’ve sent their dear alsatian companions sniffing around the mod’s Discord. Yesterday, Team FOLON lead Dean Carter shared the song I Just Can't Wait (For Tomorrow) then, when sniffed at harder, confirmed that the 'Tomorrow' part meant tomorrow (as in, today), "Unless nuclear war happens."

Uncharted film sequel in development, Sony Pictures confirms

Sony Pictures Entertainment has confirmed that an Uncharted film sequel is in the works.

The news was shared by Variety last night, after Sony made mention of the Uncharted sequel at CineEurope 2024.

The first Uncharted film released back in 2022, starring Tom Holland as treasure hunter Nathan Drake and Mark Wahlberg as his mentor Sully. While the film received mixed reviews on its debut, with words such as "tedious" and "colourless" being bandied around, it still managed to do well enough at the box office. It opened at the international box office to a respectable $21.5m from 15 overseas markets.

World War War III May Already Have Started—in the Shadows

Britain's signals intelligence spy chief raised eyebrows this week with warnings that Russia is coordinating both cyberattacks and physical acts of sabotage against the West. There's evidence to back her claims—and the West may be returning the favor. Coming soon after FBI Director Christopher Wray warned that China is targeting American infrastructure, it looks like the world is not only fracturing once again, but that the hostile blocs are engaged in covert warfare.

Rumors of War

"We are increasingly concerned about growing links between the Russian intelligence services and proxy groups to conduct cyberattacks as well as suspected physical surveillance and sabotage operations," Government Communications Headquarters (GCHQ) Director Anne Keast-Butler told an audience at the United Kingdom government-sponsored CyberUK 2024 conference. "Before, Russia simply created the right environments for these groups to operate, but now they are nurturing and inspiring these non-state cyber actors in some cases seemingly coordinating physical attacks against the West."

Keast-Butler, whose agency is comparable to the U.S. National Security Agency (NSA), also called out China, Iran, and North Korea as cybersecurity dangers. But naming Russian officials as being behind "physical attacks" raises the stakes. Sadly, her claims are well-founded.

Sabotage, Espionage, and Other Mischief

"A 20-year-old British man has been charged with masterminding an arson plot against a Ukrainian-linked target in London for the benefit of the Russian state," CBS News reported last month. That wasn't an isolated incident.

"In April alone a clutch of alleged pro-Russian saboteurs were detained across the continent," The Economist noted May 12 in describing what it called a "shadow war" between East and West. "Germany arrested two German-Russian dual nationals on suspicion of plotting attacks on American military facilities and other targets on behalf of the GRU, Russia's military intelligence agency. Poland arrested a man who was preparing to pass the GRU information on Rzeszow airport, the most important hub for military aid to Ukraine. Britain charged several men over an earlier arson attack in March on a Ukrainian-owned logistics firm in London whose Spanish depot was also targeted."

The GCHQ chief's warnings coupled with reality on the ground are alarming in themselves. Worse, they come after FBI Director Christopher Wray issued similar cautions in April about China.

"The PRC [People's Republic of China] has made it clear that it considers every sector that makes our society run as fair game in its bid to dominate on the world stage, and that its plan is to land low blows against civilian infrastructure to try to induce panic and break America's will to resist," Wray told the Vanderbilt Summit on Modern Conflict and Emerging Threats in Nashville, Tennessee.

Wray clarified that, by "infrastructure," he meant "everything from water treatment facilities and energy grids to transportation and information technology."

If that doesn't make you want to check that your pantry is stocked and that the water filter and generator are in working order, nothing will.

A Game Both Sides Can Play

Of course, in war of any sort, the implication is that both sides are involved in conflict. Western intelligence officials are loud in their warnings about foreign threats, but less open regarding just what their own operatives might be doing in Russia, China, and elsewhere. Still, there's evidence that this is hardly a one-sided war, shadowy though it may be.

In June 2022, The New York Times reported that Ukraine's defensive efforts relied heavily on "a stealthy network of commandos and spies rushing to provide weapons, intelligence and training." In addition to Americans, the story noted, "commandos from other NATO countries, including Britain, France, Canada and Lithuania, also have been working inside Ukraine."

American journalist and combat veteran Jack Murphy goes further, claiming the CIA, working through an allied spy service "is responsible for many of the unexplained explosions and other mishaps that have befallen the Russian military industrial complex." The targets include "railway bridges, fuel depots and power plants," he adds.

And if you wonder who blew up Nord Stream 1 and 2, well, so do a lot of people. Russia was initially accused, but it didn't make a lot of sense for the country's forces to destroy pipelines that generated revenue and fed western dependence on Russian natural gas. Since then, Denmark and Sweden have closed inconclusive investigations, journalist Seymour Hersh blamed American officials, and a report by Der Spiegel and The Washington Post placed responsibility on a rogue Ukrainian military officer.

The Wider War Is Here

Taken all together, the warnings from Keast-Butler and Wray, as well as acts of sabotage and arrests of foreign agents suggest that fears of a wider war resulting from Russia's continuing invasion of Ukraine may miss the point; the war could already be here. People looking for tanks and troops are overlooking cyber intrusions, arson, bombings, and other low-level mayhem.

"Russia is definitely at war with the West," Oleksandr Danylyuk of the Royal United Services Institute, a British defense and security think tank, told NBC News earlier this week.

Russian officials seem to embrace that understanding, with Kremlin spokesman Dmitry Peskov commenting in March that the invasion of Ukraine, originally referred to by the euphemism "special military operation," is now more serious. "It has become a war for us as the collective West more and more directly increases its level of involvement in the conflict," he said.

Fortunately, a shadow war of the sort around us is less destructive than open military conflict, especially when the hostilities involve nuclear-armed powers. It's far better that spies hack the email accounts of government officials, as happened in the case of a Russian cyberattack on Germany's ruling Social Democrats, than that cities burn. But civilians still must live with the consequences of combatants attempting to do each other harm—particularly when the harm is to infrastructure on which regular people rely.

So, welcome to the world of global shadow war. Try to not become collateral damage.

A new technical paper titled “Combining Power and Arithmetic Optimization via Datapath Rewriting” was published by researchers at Intel Corporation and Imperial College London.

“Industrial datapath designers consider dynamic power consumption to be a key metric. Arithmetic circuits contribute a major component of total chip power consumption and are therefore a common target for power optimization. While arithmetic circuit area and dynamic power consumption are often correlated, there is also a tradeoff to consider, as additional gates can be added to explicitly reduce arithmetic circuit activity and hence reduce power consumption. In this work, we consider two forms of power optimization and their interaction: circuit area reduction via arithmetic optimization, and the elimination of redundant computations using both data and clock gating. By encoding both these classes of optimization as local rewrites of expressions, our tool flow can simultaneously explore them, uncovering new opportunities for power saving through arithmetic rewrites using the e-graph data structure. Since power consumption is highly dependent upon the workload performed by the circuit, our tool flow facilitates a data dependent design paradigm, where an implementation is automatically tailored to particular contexts of data activity. We develop an automated RTL to RTL optimization framework, ROVER, that takes circuit input stimuli and generates power-efficient architectures. We evaluate the effectiveness on both open-source arithmetic benchmarks and benchmarks derived from Intel production examples. The tool is able to reduce the total power consumption by up to 33.9%.”

Game-sized Fallout 4 mod Fallout: London has been delayed indefinitely by Bethesda’s incoming next-gen update

Fallout: London, the Fallout 4 mod set in a post-apocalyptic English capital that’s large enough to effectively be its own game, has been hit by an indefinite delay just two weeks from its planned release date. The reason? Fallout 4’s long-in-the-works next-gen update is now due to drop just two days after London’s planned launch date, which its fan devs say will “simply break” the ambitious project.
